Displaying weather and tide info at a lifeboat station

I've recently aquired a pi and its all new to me. I would like to use it to display tidal and weather information in a lifeboat station on a monitor in the changing room. Any help whit what's the best way to go about it would be great.

Anyone know of a free- weather app that is laid out like this:

Top 1/4: Current Temp, condition icon (tap shows details like wind humidity)
Mid 1/4: 5 day forecast with icons/hi/lo (tap shows 10 day forecast and hourly forecast)
Bottom 1/2: Weather radar (animated by default, remembers my desired location and zoom)

Other desires, loads really fast, no ads :) All the apps I try are too busy, too many ads, too slow, too many clicks to show basics, etc)

Weather effects not working

I just got an lg g3 from sprint, and the weather effects aren't working. it tells me to select a location because i don't have one set (although i do) I haven't ever successfully rooted any device and i don't want to brick my new phone, please help?

Google News and Weather App 4x1 Widget missing?

On my prior phone (oneplus) the Google News and Weather app had a 4 x1 widget. On the Moto X, I don't see this widget as an option only 3 x1 and 2x2 which can be expanded to 2x4. What determines whether or not a widget shows? How can I get the 4x1 version back?

{REQUEST} Weather Widget or Smart Notice

I am looking for either/or for the Weather app or Smart Notice, I am looking for real weather or transparent widget, real weather would show weather like rain droplets .....etc.

Do we have these already? I am requesting because I am sure I am not the only person who are missing such a mod.
